Background: The project received a 15-1 vote of support from the Boyle Heights Neighborhood Council in July 2015.  Although the project has received its planning approvals, the next door neighbor (El Mercado) has appealed the environmental study.

Action:  The hearing on whether to grant the appeal and thus delay the project is scheduled for next Tuesday, May 16th at 2:30pm in City Hall, 200 N. Spring Street, Room 350.  The project is #10 on the agenda. Please attend and express your support for the project. 

Project: Lorena Plaza is a mixed-use, supportive housing development located at the northeast corner of Lorena and First Streets in Boyle Heights. Located on Metro-owned property, the proposed project will include 49 apartments and 10,000 square feet of retail.   Fifty percent of the apartments will be reserved for individuals and families experiencing homelessness and have special needs (primarily mental health disability) with the remaining apartments affordable for low income families.  Veterans will comprise half of the tenants (can be either special needs or in the regular affordable apartments).  Services will be provided on site.

Property Address: 3401 E. First Street (at Lorena), Boyle Heights

Amenities: There will be a large community room and kitchen, as well as a children’s play area, a landscaped courtyard, and offices for services and property management staff. Onsite parking and laundry facilities will be provided. The project will be highly energy-efficient and will target a LEED Platinum rating.

Unit Mix: 49 apartments (22 one-bedroom units, 18 two-bedroom units, and 9 three-bedroom units)

Parking: 66 onsite parking spaces.
